Are you implying it used to appear earlier? with what configuration or patch?
It is same for me but I haven't run Font2DTest earlier with this patch so could not say if it used to work without file.encoding=ko. 
It seems to not appear even with -Duser.language=ko -Duser.country=KR -Dfile.encoding=ko. I also tried adding "ko" to 8285308  fix but to no avail.
