RFR: 8276849: Refresh the window icon on graphics configuration changes [v6]

Emmanuel Bourg has updated the pull request incrementally with two additional commits since the last revision:

 - Run WindowIconUpdateOnDPIChangingTest on Windows only
 - Don't refresh the frame icon on graphics configuration changes on Linux (needs more testing with various desktop environments)
