Translucent Windows Tickets 8303950, 8303904

I initiated a PR for 8303904: 
https://github.com/openjdk/jdk/pull/12993/files

It adds a new RenderingHint, which (to me) feels heavy-handed. If anyone 
has a simpler proposal I’d love to hear it.
