I did reviewed the changes against the updated library, everything is Good. However the copywrite of _COPYING_ file [here](https://github.com/openjdk/jdk/blob/8d0c538b860abca6dd9047a506234933ea90b32b/src/java.desktop/share/native/libsplashscreen/giflib/COPYING#L1) is not updated, is it on purpose ?
