This test does have a long history of failures. But it just failed 10 times in < 24 hours, all on macOS aarch64 on multiple machines (meaning of the 4 I explicitly looked at all 4 were different) and at least 3 different major OS versions .. and I don't know why. 

I don't think we pushed a related change .. which leaves me wondering about something in the CI machinery except it affects no other tests .. so we should pursue this not just problem list and forget.
