RFR: 8352733: Improve RotFontBoundsTest test

* Use `PassFailJFrame` framework for creating the manual test UI.
* Provide check boxes for each degree of rotation which allow hiding and showing the specified rotation.
* Provide **Select All** and **Clear All** buttons.
* Display Java version.
