If this change moves forward, the [Thumbnail Images](https://docs.oracle.com/en/java/javase/23/docs/api/java.desktop/javax/imageio/metadata/doc-files/jpeg_metadata.html#thumbs) section of the JPEG metadata specification should be updated, in which case a CSR will be needed.
