I ran 3 CI jobs and it seems the `DisplayChangeVITest` does not fail anymore in windows but it times out in mac ARM so I think this PR is ok in current state as it removes this bug entry 8273617 from that test.

We will investigate 8169469 in that bugid and we will add/remove new entry w.r.t that bugid separately..Will that be ok?
