After looking into this further I now believe that you can forward-port
the changes you made to code you licensed under the JRL and publish them
under GPLv2.  This is possible solely because the exact same code is now
available under GPLv2 and you could simply license it from Sun under
GPLv2 and achieve the same result.

The resulting files should, of course, carry the usual OpenJDK GPLv2
legal notice at the top, rather than the original JRL notice.

As far as I can see, you need no "special dispensation" at this point in
order to publish your Closures prototype under GPLv2.
