So, now that we have a webrev repo and mailing list; how do we continue?

I sent a post to the webrev-dev list with a suggestion on how to 
populate the new repo, but it it seem to have fallen on deaf ears. (It 
turned out I was the only subscriber to the list... :))

Someone with committer rights in code-tools need to do the commit.
