I hereby nominate Eric Caspole to Code Tools Committer.

Eric is the primary maintainer of the benchmarks in the Code Tools
jmh-jdk-microbenchmarks repo. He is also a JDK Committer.

Votes are due by 1pm Pacific, March 6, 2019.
