I hereby nominate Igor Ignatyev to Code Tools Committer.

In addition to being a Reviewer on the JDK Project, Igor has made many 
contributions to jtreg to make it easier to write and run tests, 
especially for the hotspot and runtime parts of the system. He is 
currently up to 14 contributions for jtreg.

Votes are due by COB Nov 6, 2020.
