CFV: New Code Tools Reviewer: Leonid Kuskov

I hereby nominate Leonid Kuskov to Code Tools Reviewer.

Leonid is a member of Oracle's Java TCK team. He is a maintainer for 
AsmTools (low level class file assembler tools) and JCov (the Java Code 
Coverage tool.) He has made 65 contributions to the repositories for 
these tools. [3]
