Resigning as Code Tools Project Lead, Appointing new Project Lead

The time has come for me to resign as Code Tools Project Lead.
The Code Tools Project [1] is an unusual Project, which provides a home
for tools that are of use to developers while working on OpenJDK, but which
individually do not merit a full Project of their own. As Project Lead,
it has been my pleasure to support these various tools and their
developers over the years, and to participate in the development of
some of them as well.
According to the OpenJDK Bylaws [2], a new Project Lead may be nominated
by the Group Leads of a Project's Sponsoring Groups. Such a nomination
must be approved by a Three-Vote Consensus of these Group Leads.
The Code Tools Project is solely Sponsored by the Compiler Group.
As the Compiler Group Lead, I appoint Jan Lahoda as the new Code Tools
Project Lead.
Jan is another long-time member of OpenJDK, who has worked not only
on tools like `javac` and `jshell`, but also on integrating these tools
into IDE environments, such as NetBeans. I know that he will do a great
job in continuing to support the component tools within the Code Tools
Project.
