The form of the trouble would depend on precisely how reification is
done.  I don't really want to explore that design space here.  I'd
rather not constrain it either, though.  The basic point is that we
may want to allow programmers to write "collection" literals for the
reified types, but this proposal is written to return particular
existing interface types that are not reified.
