Hello.

Yes, applying <> to a non-generic class is explicitly forbidden in a 
revised specification under discussion by the expert group.

Thanks for finding the issue Remi.  I've filed 7020043 "Project Coin: 
diamond allowed on non-generic type" to track this and we'll get it 
fixed in a upcoming build.
