Problems about compiler build

I have been able to build jdk7/langtools on Windows without any of the
problems mentioned below, so it's not just Sun-internal builds on Windows
that are succeeding.

I'd suggest blowing away the source tree and re-fetching, if you can't
correct this otherwise.
