Arrays in bounds and intersections

The following bug was filed earlier today:

The claimed issue seems to contradict the issue addressed by a previous
bug: https://bugs.openjdk.java.net/browse/JDK-8021339

Can someone please clarify whether this is an issue, and what the
correct behavior should be?
