JLS tweaks

I continue to think that "components" should have an associated mailing
list.  Elsewhere you wrote rather clearly,

Proposals for new features in the Java programming language are no longer
being accepted or maintained in the Java bug database. This also applies to
proposals for new features in the Java Virtual Machine (that is, in the
abstract JVM, as opposed to a JVM implementation like HotSpot).

All proposals for new features should be made through the "JDK Enhancement
- Proposal & Roadmap Process" described athttp://openjdk.java.net/jeps/1.

So if you start a JEP, you apparently get a discussion list for that JEP,
but you'll likely end up with few passers-by on such a list.  As it stands,
there is no good place to discuss speculative features that may lead to a
future JEP.
