JEP proposal: Improved variance for generic classes and interfaces

Please see the attached JEP document, proposing a language enhancement to improve variance.  This is only a draft; it has not yet been "Posted" (see http://openjdk.java.net/jeps/0 for process information).

Feedback from all quarters is welcome.  (Caveat: please ignore syntax -- it is only for illustration.)
