Review request for 8067039: Revert changes to annotation attribute generation

Hello,

Please review this patch which reverts JDK-8029012 and JDK-8065132 in
8u.  This is necessary due to an issue with generic signatures related
to JDK-8067039, which prevents previous versions of javac in 8 from
being able to load classfiles generated by the current (8u40) version.
