JLS tweaks

Random comments:
- John, many thanks for your bug update with the clever workarounds!
- The current rules are annoying, and I lean towards fixing them (but I'm
not offering to do the work!)
- It would be good if there was a permanent mailing list (and bug category)
for specification changes (JLS and JVMS) instead of spinning up a mailing
list only for major features.
