spec clarification: type annotations on static nested types

Thanks for all your work on this and sorry for staying out of it till now.
The changes to JVMS 4.7.20.2 as described in JDK-8215035 sound correct to
me and reflect the intention we had on the JLS side.
I also like the clarifications proposed in JDK-8215321.
