RFR: JDK-8193367: Annotated type variable bounds crash javac

Hello,

I'll look into the bug database issues regarding tbd_minor. I believe it 
is an unintended consequence of the revised policy to use "tbd" instead 
of "tbd_major" and "tbd_minor" (http://openjdk.java.net/jeps/3).
