RFR:[13] XS: JDK-8220249: fix headings in java.compiler

Build folk,

Joe previously approved the fix for the single use of a heading in the 
java.compiler module.  Now that doclint has been fixed, we can re-enable 
doclint accessibility checking for this module as well.
