RFR 8220792: Performance bottleneck in JavacFileManager.list()

Hi -

Wanted to follow up here to see if anyone had comments. This patch has some
really great improvements for large builds w/ annotation processing that
I've been profiling, so I'd love to do what's necessary to get this into
the hands of real users.
