javac accepts a non-well-formed parameterized type

About two months ago, I submitted a bug report at bugs.java.com about javac
accepting code with non-well-formed types:
https://bugs.java.com/bugdatabase/view_bug.do?bug_id=JDK-8265255 .

I have not received any response there.  Could someone on this mailing list
confirm whether I have found a bug in javac, or whether my analysis is
mistaken?
