CFV: Withdraw sponsorship of Lambda, Tiered Attribution, and Type Annotations Projects

I propose that the Compiler Group withdraw Sponsorship of the
Lambda [1], Tiered Attribution [2], and Type Annotation [3] Projects.

All three projects have been completed successfully and the results
integrated into the mainline JDK repositories.

A consequence of withdrawing sponsorship is that the Project may be
dissolved. [c]

Votes are due by COB 30 Aug 2024.

Only current Compiler Group Members [a] are eligible to vote on this
motion.  Votes must be cast in the open by replying to this mailing
list.
