fastdebug binaries on Windows Vista ?

I got following message in trying to install JDK7 fastdebug on Windows 
Vista.

Any ideas, why this doesn't work ?
Seems, that java installer has no write access on "C:\Program 
Files\Java\" tree, even from administrator login.
