RFR : 8008682 : Core lambda Streams API

Hello all;

This the is big one! This changeset is the core API of the parallel bulk-data streams feature.

While the APIs and method documentation are complete you will likely notice TODO, FIXME and other notes in the package documentation, and to a lesser extent the class documentation. These will be corrected in future updates and aren't expected to change any normative aspects of the API. (No doubt there will also be doc and code bugs to fix as well).
