RFR 8019481 Sync misc j.u.c classes from 166 to tl

Hi,

The following patch syncs misc-related classes from 166 j.u.c to tl. Basically stuff that has not already been committed or submitted for review except CHM stuff (which i will submit next).

Again this contains docs (+ formatting changes) in addition to improvements (mainly to Exchanger and Phaser):
