Please help review (and commit to jdk-tl or jdk) this java.time test bug

test/java/time/tck/java/time/format/TCKFormatStyle.java failing
   Correct to use fixed locale; not locale of test environment

The test incorrectly uses the locale of the test environment and thus
fails in some environments.
