The process is on the jdk7u project page [1]. As this one is in jdk8 for 
some time then it should be just a matter of mailing jdk7u-dev to ask 
for approval (and a sponsor). I would suggest moving on it quickly 
because jdk7u-dev will be forked soon to create the stabilization forest 
for 7u40.
