java encoding charset suggestion

Hi Martin,
Is not interesting to favor one country or language. I read some documents
including the link you shared ( opengroup ).
Only one thing i found is the python language that try to found defined
values on others variables.

But after absorbing more information, I agree that would be chaos breaking
compatibility.
