RFR for JDK-8027973. javax/xml/jaxp/transform/jdk8004476/XSLTExFuncTest.java hangs (win)

Hi Alan,

I have renamed "jdk8004476" to "8004476". And as Daniel's suggestion, 
add some comments to XSLTExFuncTest.java.

I have updated the webrev for review.
