Javadoc new tags not yet documented

The JDK 8 documentation did not include any documentation on the new tags
(e.g., @apiNote, @implSpec and @implNote). It's neither here [1] nor there
[2], but they should be.

Can anyone look into this for 9 (or even fix 8)? The absence of
documentation is probably why they haven't seen widespread adoption yet.
