RFR(XS): 8076596: BytecodeDescriptor.parseMethod doesn't work during bootstrapping

The bug was actually fixed by the fix to https://bugs.openjdk.java.net/browse/JDK-8136893; the proposed change adds a test for the original bug. It is not reproducible in current 9-dev and jake builds.
