RFR [9] 8140606: Update library code to use internal Unsafe

Here's the plan:
- There will be an upcoming "round two" of jsr166 integration, focusing on
jtreg tests.
- We already need to massage jsr166 sources for integration, and adjusting
sun.misc.Unsafe to the new blessed name is relatively trivial.
- (There will be confusion and resistance to locking down Unsafe. I
wouldn't be surprised if future users built their own jdk just to expose
Unsafe functionality.)
