JDK 9 RFR of JDK-8154031: Mark tools/pack200/BandIntegrity.java as intermittently failing

tools/pack200/BandIntegrity.java

This test is known to fail intermittently (JDK-8153815). This patch is 
to mark the test accordingly with keyword 'intermittent'.
