JDK 9 RFR of JDK-8039854: Broken link in java.lang.RuntimePermission

Actually, I don't really think this permission target belongs in
RuntimePermission since it is specific to Oracle's Java Plugin. I would
be in favor of removing it and only documenting it in the deployment guides.
