RFR: jsr166 jdk? integration wave ?

Changes except for ThreadPoolExecutor.java submitted.

ThreadPoolExecutor doc change is deferred to jdk10.

We have a new change, to SubmissionPublisher, which should probably make
jdk9 because SubmissionPublisher is new to jdk9.
