I was thinking of organizing code similar to what is done in 
AbstractStringBuilder(int):

if (COMPACT_STRINGS && coderHint == LATIN1) {
     value = new byte[capacity];
     coder = LATIN1;
} else {
     value = StringUTF16.newBytesFor(capacity);
     coder = UTF16;
}
