RFR: JDK-8232281,,jpackage is not always reporting an error when no main class specified

Please review the jpackage fix for bug [1] at [2].

This is a fix for the JDK-8200758-branch branch of the open sandbox 
repository (jpackage).

This fixes the case where using runtime-image prevented checking for no 
main class being specified.
