jpackage 14-jpackage+1-64: error 2343 when using --win-dir-chooser

Hi Serban,

Looks like a regression from the fix for 
https://bugs.openjdk.java.net/browse/JDK-8223325.
I'v created https://bugs.openjdk.java.net/browse/JDK-8233138 to track this.
