contributing to JDK-8222187: java.util.Base64.Decoder stream adds unexpected null bytes at the end

Hi Lance,

before working on a fix, I just wanted to make sure that I'm not 
interfering with existing efforts. Thus, I don't have a fix, yet.

I'll be using the example provided in the bug report as a basic test.

I'll show up here once the fix is ready.
