This issue has not been fixed in the main line (jdk/jdk) yet. It may be 
that the eventual fix will be in the URL protocol handler. Several 
options will need to be explored and I suspect it will take time to 
agree the right solution for this issue. I realize this doesn't help 
with a point fix for 11u. Maybe you have cycles to work the options to 
fix the underlying issue in the main line?
