core-libs-dev email delivery (is broken for external subscribers)

I reproduced this issue with my external mailbox.  My corporate internal 
mailbox receives core-libs-dev messages OK.

This does appear to be a repeat of the earlier issue with hotspot-dev. 
I filed an internal problem report and I will escalate.

Until this issue is resolved, the workaround is to keep an eye on the 
message archive at:

   https://mail.openjdk.java.net/pipermail/core-libs-dev/
