I thought about that as well.  But given the proposed URL seems to be the main entry point for the APPNOTE, I felt it was safer incase PKWare moves the link again.   With the change by PKWare, it has broken many sites that were pointing to it previously, including the [Library of Congress](https://urldefense.com/v3/__https://www.loc.gov/preservation/digital/formats/fdd/fdd000354.shtml__;!!ACWV5N9M2RV99hQ!L1f8haAwUq1MetDxmR_stKKymXfm_VGE_xJ2TysCslYfBFNeeOKsTJNxGKCLYvCx5cH9SCYL47Qgd7XTB7RV5Xs$ ) which why I chose this direction.
