RFR: 8314544: Matrix multiple benchmark using Vector API

Added a bunch of different implementations for Vector API Matrix Multiplications:

- Baseline
- Blocked (Cache Local)
- FMA
- Vector API Simple Implementation
- Vector API Blocked Implementation
