Hi Daniel,

You're right, I looked at that test too fast. While there are similar tests testing `ParseUtil.toURI`, _ParseUtil_6380332.java_ tests the specific -1 port number case.

Restored the test, and instead updated the summary in https://github.com/openjdk/jdk/pull/21096/commits/c90218e907b017b547f76a7010b9b87ca43f705a. Thanks.
